The Virginia Tidewater Consortium for Higher Education has operated the federally funded Educational Opportunity Center (EOC) since 1979. The Educational Opportunity Center has served over 45,000 since its inception. The purpose of the Educational Opportunity Center is to provide financial aid information, academic counseling, and career counseling to the citizens of the Hampton Roads area.
